Dear Messrs. Bordenick and Irving:

This letter is addressed to counsel for both parties because either or toth should obtain responses to the following questions. The Board is raising the issues now rather than waiting to complete the review of all material submitted in order to save time.

1. At page 6 of Dr. Swift's response to the Board's inquiries of October 18, 1988, he refers to an understanding of the Town of Oliver Springs' progrant to assess the condition of its main sewer lines and to replace or repair them if necessary. What is the basis for the understanding?
2. Will there be any environmental consequences .:aused by the movement of the centrifuges from Ohio to Tennessee? Piease explain.
3. The Safety Evaluation Reports state that the Director of the Division of Industrial and Medical Nuclear Safety intends to grant certain exemptions to the regulations prior to the issuance of the construction permit. Will the exemptions be granted prior to the close af the hearing in order that the matter will not be an unresolved issue at the close of the record?
4. Appendix D to the Safety Evaluation Reports states that the Department of Energy will only accept for disposal equipment uncontaimine sed except for uranium. What capability does Applicant have to decontaminate the equipment for other than uranium.
