Dear Acministrative Judges:

Enclosed are copies of the Safety Evaluation Reports (SER) Related to (1) the Construction Modification and (Operating) Licensing of the AIChemlE Facility 1-CPDF, Oak Ridge. Tennessee; and (2) the Application for Construction Femit for Alchem!E Facility-2, Oliver Springs Tennessee. Copies of these docurrents have also been sent, under separate cover, to the service list for thene proceedings.

As noted at pages 14 and 15 of the the enclosed documents, coptes of the Staff review of the Safeguards / Security Plans for the two proposed facilities have, in the case of Safeguards,been sent to each snember of the Atomic Safety and Licensing Coard and the Applicant. We er.pect to complete and send cut to the Board and Applicant our review of the Security Plan matter within the next several days. Since these documents are proprietary in nature copies of same will not be sent to the balance of the service list and will not be placed in the Comission's Public Document Room.

As further noted at page 17 of each respective SER, the Staff's review of Applicant's financial qualifications has not yet been completed. I am unable at the present time to state when the review will be completed. With respect to the Lir.ensing Board's October 18, 1988, request for additional information 8811010070 881026 PDR ADOCK 05000603 G PDR q j

. 2 related to the staf f's Environtrental Assessments submitted on September 14, 1988, the Staff is currently in the process of preparing responses to the Coord's requests. I will file these responses with the Board upon my receipt of them from the Staff.

Addition 311y, I would note that the Staff has addressed, in part, certain tratters raised by the State of Tennessee in its September 29, 1938 letter to the Staff (which was forwarded by rne to the Board under cover of a letter dated October 17,1988). The Staff's partial response may be found in Section IV (Safety Analysis) of each of the enclosed SER's. The Staff will respond to the balance of the State's letter in a letter that is currently under preparation by the Staff. I will of course forward to the Board and service list a copy of this Staff letter upon its availability to tre.

Staff hereby renews its suggestion, made at the Special Prehearing Conference held in these proceedings on July 21, 1988, in Knoxville, Tennessee, that the Board at its convenience hold a reported telephone conference call with the parties to these proceedings, and the State of Tennessee, to ascertain whether it is necessary to schedule a further prehearing conference and, in any event, to disciass further scheduling inatters for these proceedings including a date for comrencenent of hearings.
