SUBJECT:

RANCHO SECO CORRESPONDENCE CONTROL TICKET, CRC-89-0623 ThesubjectCorrespondenceControlTicket(YellowTicket)wasassignedtoa letter from the Environmental Conservation Organization (ECO) to Chairman Zech.

The lettor requested NRC to notify ECO whenever Rancho Seco license amendments requested by SMUD might result in impairment of overall plant operability.

EC0 expressed their intent to intervene if such amendments were received.

A similar request was made by EC0 for Shoreham Nuclear Plant related amendments.

Walt Butler, PD-I-2, responded to EC0's request via telecon with A. David Rossin, ECO's coordinator for this effort.

The agreement reached betwen Butler and Rossin was that EC0 would be placed on the service lists for both Shoreham and Rancho Seco. Based on subsequent service list correspondence, ECO could choose to intervene in the license amendment process in accordance with applicable regulations.

Rossin was satisfied with this verbal response to his letter and did not desire a more formal follow-up.

ECO has been added to the Rancho Seco service list. Based on the above dis-cussion, I propose we closecut the subject Correspondence Control Ticket.
