SUBJECT:
342ND ACRS MEETING FOLLOW-UP ITEMS - LICENSING OF ALL CHEMICAL ISOTOPE ENRICHMENT, INC. FACILITIES Thank you for your letter of October 13, 1988, to Chainnan Zech, regarding the applications of All Chemical Isotope Enrichment, Inc., (A1ChemIE) to modify and operate a facility for the separation of stable isotopes at Oak Ridge, Tennessee, and to construct a similar facility at Oliver Springs, Tennessee.
The letter addressed matters that were discussed at the 342nd Meeting of the Advisory Committee on Reactor Safeguards on October 6 7, 1988.
Your letter provided the Comittee's concurrence in the NRC staff's finding that the small quantities of uranium fixed to the internal surfaces of the centrifuge machines to be used by A1ChemIE pose negligible risk to the public, even in the event of a substantial accident. The Comittee also agreed with the staff's acceptance of the applicant's proposed safeguards program.
Your letter concluded by stating that, subject to implementation of the planned controls, the Comittee supports issuance of the proposed licenses to AlChemIE.
