By its July 17, 1986 " Memorandum and Order (Ruling On Appli-cants' Motion For Summary Disposition of Contention EP-5)," the Licensing Board found that adequate reception center capacity -

would be readily available in the event of a Vogtle emergency.

The Licensing Board directed FEMA to assure that the information on reception center capacity is incorporated into the offsite plans, where it has not already been included. By letter dated July 22, 1986, NRC Staff counsel requested that any plan revi-sions relating to reception center capacity be forwarded directly to counsel for the NRC Staff and FEMA, to facilitate prompt re-view.

While the relevant information on the capacity of reception centers in South Carolina was included in the original emergency plans for Aiken, Allendale, and Barnwell Counties, similar in-formation was not reflected in the original emergency plan for Burke County, Georgia. See Appendix 9 to each of " Annex Q, Part 2, Fixed Nuclear Facility (FNF) Radiological Emergency Response Pl~an (RERP) To The Aiken County Emergency Operations Plan (EOP)",

August 4, 1986 Page 2 Operations Plan (EOP)," and Annex Q, Part 2, Fixed Nuclear Facility (FNF) Radiological Emergency Response Plan (RERP) To The Barnwell County Emergency Operations Plan (EOP)" (all three transmitted to Service List by letter from Applicants' counsel dated February 5, 1986). Accordingly, emergency management offi-cials for Burke County and the State of Georgia agreed to include the specific information in a revision of the Burke County Plan:

[The Burke County Plan] is being amended to list the Blakeney schools as recep-tion centers. In addition, the revised plan will specify the capacity of each of the schools identified as reception centers (with and without students present), and will state that the schools have sufficient capacity (even with students present) to accommodate the maximum number of evacuees from the Burke County portion of the Vogtle EPZ.

These changes were reflected in the " change pages" trans-mitted to the Service List in this proceeding (including counsel for the NRC Staff and FEMA) by letter from Applicants' counsel dated June 23, 1986. See Burke County Plan change pages, pp.61-62A.

This information should enable the NRC Staff / FEMA to com-plete its verification in accordance with the Licensing Board's order.
