Gentlement By its May 5, 1986 " Memorandum and Order (Ruling On Appli-cants' Motion For Summary Disposition of Contention EP-2/EP-2(h))," the Licensing Board approved the emergency public information program for transients in the Vogtle plume exposure pathway Emergency Planning Zone, and directed that certain changes be made to the offsite emergency plans to reflect that l

program. The Board further directed that the Staff and FEMA ver-ify those plan changes by August 4, 1986.

In a letter to the Licensing Board dated May 13, 1986, i

Applicants explained that -- since the Board's order concerns re-l visions to the offsite emergency plans (which are not within 1 Applicants' control) -- Applicants had consulted with appropriate offsite emergency management officials. Those officials indi-l cated that the next full revision of the state and local plans for the Vogtle EPZ is presently scheduled for early Fall 1986.

Nevertheless, the officials agreed to provide revisions of the subject sections of the offsite plans to FEMA and the NRC !taff in accordance with the Board's order. Specifically, the cffi-cials agreed to provide the revised sections of the offsite plans which concern the emergency public information program for tran-sients (EP-2/EP-2(h)) to FEMA and the NRC Staff no later than July 1, 1986. The Licensing Board approved these arrangements by letter to Applicants' counsel dated May 22, 1986.

E. In the event of an incident at the plant which threatens the offsite

, population, the designated point of contact for the news media is the Joint Media Center, located at Burke County Office Park. From this location, the pubite affairs officers from state, local Em and the utility will carefully coordinate, approve and disseminate infomation regarding the incident through regularly scheduled press releases.

Working jointly, the public affairs officers for the utility and GEMA will coordinate the preparation of emergency information to be distributed, at least annually, to residents in the plume exposure pathway emergency planning zone (EPZ) through an emergency information brochure entitled " Safety Information, Alvin W. Vogtle Electric Generating Plant, Plans to Help You During Emergencies". This brochure will address such topics as the nature of radiation, where to obtain more detailed information, notification procedures, protective actions, identification of evacuation zones and routes and location of reception and care centers. The material will be mailed and/or delivered by Georgia Power Company personnel to each household, to include handicapped personnel, that have been issued tone activated radios.

Information will be provided to transients in the Burke County portion of the EPZ in the following manners:

o An insert in the local telephone directory which serves the EPZ area in Burke County.

o Posted signs at strategic locations in the Plume Exposure Pathway EPZ, such as commerical establishments, gas stations, churches, the Vogtle Visitors Center, public recreational areas, and in the Augusta Office of the Agricultural Stablization and Conservation Service.

o The Vogtle emergency public brochure will be made available within the EPZ to transients at commercial establishments, churches, the school, the motel, hunting clubs, the Vogtle Visitors Center, and through residents whose land is used by non-residents (e.g., the occasional non-resident hunter). The brochure will also be provided to timber company offices outside of the Plume Exposure Pathway EPZ for distribution to employees who enter the EPZ to visit company land holdings; and to the Augusta Office of the Agricultural Stabilization and Conservation Service for distribution to farmers who farm, but do not reside, in the EPZ.

o Notices placed in public telephone booths within the Burke County EPZ area.

Each of these means will provide the basic information needed by a transient to respond effectively to a warning of an emergency at Plant Vogtle. Each will inform the reader that he is near Plant Vogtle, indicate how notification of an emergency would be provided, explain what actions should be taken if a warning is received, and list appropriate EBS Stations for the area. The posted signs and telephone booth notices will refer the reader to the telephone directory insert, which will include more detailed information.

D. PUBLIC EDUCATION AND INFORMATION 1.Information for residents The State of South Carolina in coordination with Georgia Power Company (GPC) and local county officials will provide information to the public at least annually regarding how they will be notified and what their actions should be in an emergency.

The means for disseminating this information includes information in local telephone books, signs and notices in public areas, and publications distributed at least annually.

In fo rma tio n will be distributed annually to South Carolina residents in the plume exposure pathway emergency planning zone (EPZ) through an emergency info rma tio n brochure entitled,

" Safety Information, Alvin W. Vogtle Electric Generating Plant, Plans to Help You During Emergencies." The brochure will either be distributed by mail or delivered door-to-door by GPC representatives. The text of the brochure will address the following subjects:

o Summary -

What to do if you are warned of an emergency at Plant Vogtle.

o Emergency response plans.

o When an emergency will affect you, o How you will be told about an emergency o What actions you might need to take.

o What if you are told to shelter, o What if you are told to evacuate.

o Steps to be prepared for an emergency.

o Steps for using map and chart of evacuation area .

o Steps to take to get ready for the trip o Classes of accidents.

o Where to get more information or other help.

o What radiation is.

o Special needs card.

o A Joint message will be included in the brochure from Georgia Power Company, South Carolina Emergency Preparedness Division, Aiken County Emergency Services, Allendale County Disaster Preparedness Agency, and Barnwell County Disaster Preparedness Agency. The message will explain the Orochure contents, ask residents to read the booklet and keep it in a handy place, and will give contacts for further information.

2.Information for Transients An advertisement in the local telephone directories for areas within the plume exposure pathway EPZ will include the following information:

o How people will be notified of an emergency.

o A map of the plume EPZ showing evacuation routes.

o A list of radio and television stations to tune to for further informa tion .

o Steps to take if told to shelter.

o Steps to take if told to evacuate.

Signs and notices providing information to transients will be placed in public recreation areas, such as Steel Creek Landing, as well as other public places in the plume EPZ such as St.

Mary's Church. This ma teria l will include the following in fo rmr. tio n :

o How people will De warned of an emergency.

o What to do if warned of an emergency.

o A list of radio and television stations to tune to for further information.

o A referral to the telephone book advertisement for further emergency information.

Finally, the Vogtle emergency information brochure will be made available to transients at St. Mary's Church, both employees and visitors at Creek and Cowden Plantations, and to the Seaboard Coastline Railroad for employees who enter the EPZ.

3. Emergency News Center Operations The emergency news center (ENC) will be the principal point of contact with the news media during an emergency. The ENC will accommodate public information representatives from South Carolina, Georgia, the four counties in the 10-mile EPZ ,

Federal response agencies and Georgia Power Company (GPC). News releases and media briefings will De coordinated to the maximum extent possible. The ENC is located in Waynesboro, Georgia at the Burke County Office Park.

O Once activated, the ENC becomes the principal location for dissemination of information about the emergency. This facility is located approximately 15 miles from the plant and can accommodate a large number of reporters.

The principal state contact with the news media at the ENC will be the public info rma tio n officer (PIO) representing the South Carolina Governor's Office. The PIO has access to all information in the ENC and dedicated phone contact with the South Carolina FEOC. The PIO briefs the media on state actions and recommendations concerning emergency events.

4.0ffsite Agency Coordination South Carolina will pro vide timely and accurate information to utility representatives and to local, State and federal agencies and will seek reciprocal information. Efforts will be made to coordinate periodic press briefings and to issue public statements in conjunction with these organjzations. A joint puolic information center operation at the emergency news center will provide ample opportunity for all parties represented to review all information prior to public release.

5. Rumor Control Providing timely, accurate, and consistent information to the public is considered the best way to dispel rumors. Rumors are controlled by having a single source of information. In an emergency, Rumor Control will be handled in the following manner:

o Radio and TV broadcast monitoring take place at the ENC to detect misinformation.

o Public is instructed to listen to radio or TV EBS stations as the primary source of information for the public.

o A Rumor Control Desk is established at the ENC and jointly manned to advise and respond to on-site (Vogtle) or offsite rumors or misinformation. State representatives and emergency workers are instructed to call the Rumor Control Desk concerning rumors noted or called in by the public.

o Widespread ru'7rs noted at the ENC are corrected by issuing a news release or through a press briefing.

6. Media Education An annual program is of fered to acquaint the news media with the j methodology for obtaining information about overall emergency l preparedness at Vogtle. Training will include information about I the plant, radiation, the role of the state and counties, and j emergency news center operation, l

The following discussion contains a description of the transient population and dissemination of pre-emergency information in Aiken County. The transient population in this part of the EPZ is limited to visitors and employees of the Cowden Plantation, as well as any Seaboard Coast Line crew operating in the area. On notification that an evacuetion of the I population of all or a portion of the ten-mile EPZ has been ordered or is being considered, the Barnwell County Deoartment of Social Services (DSS) will orovide backuo emergency workers who will assist the Red Cross at the predesignated shelters in Allendale County, if requested to do so. The evacuees will be I directed to shelters in Allendale County to be monitored and registered.

1. See Section D of Annex A in SCORERP, Part 7, for a description of the Public Education and Information Program in South Carolina. The following discussion contains a description of the transient population and dissemination of pre-emergency information in Barnwell County. The transient population in this part of the EPZ is limited to Creek Plantation employees and visitors, motorists on Route 125, sportsmen using Steel Creek Landing, the St. Mary's Church congregation, and any Seaboard Coast Line crew operating in the area. The Creek Plantation will be provided with a supply of the Vogtle emergency public information brochure (Appendix 2, Tab C), for distribution to all employees and visitors to the plantation. A supply of the brochure will be provided to the pastor of St.

Mary's Baptist Church for distribution to the church congregation as well as an indoor warning notice, for posting on church premises. Warning signs will also be posted near Steel Creek Landing to provide emergency public information to sportsmen in the area. The Seaboard Coast Line railroad will be provided a supply of the brochure for distribution to all railroad employees who work in the EPZ.

Finally, the local telephone directory will include emergency public information such as means of notification, actions to be taken if a warning is received, and appropriate EBS stations for the area.
