As a result of the inspection conducted on November 17-21, 1986 and in accordance with Section 206 of the Energy Reorganization Act of 1974 and its implementing regulation 10 CFR Part 21, the following violation was identified and categorized in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C),

Section 21.31 of 10 CFR Part 21 dated May 31, 1984 states, in part, "Each...
corporation... subject to the regulations in this part shall assure that each procurement document for a... basic component... specifies, when applicable, that the previsions of 10 CFR Part 21 apply."
Contrary to the above, a review of documentation packages for Section III nuclear fittings and flanges revealed that while 10 CFR Part 21 was imposed on Ladish Company (LC) by their customers, LC did not specify that 10 CFR Part 21 requirements would apply on Purchase Orders (P0) 23613 to Charles C.
Kawin; 23467 to Magnaflux; 21613 to Mid-South Calibration; 20240 to Edmunds i
Manufacturing; 29297 to Starrett; AT-9443, -5875, -8644, and -9381 to United States Steel; and AT-9124, -8987, and -8557 to Armco Tubing.
