Inadequate Fire Barrier

Dear Mr. O'Reilly:

My letter of September 28, 1983 submitted Facility Operating License No. NPF-9 Section 2.G report - Inadequate Fire Barrier, along with Reportable Occurrence Reports R0-369/83-72 (Unit 1) and 370/83-44 (Unit 2). These reports concerned inadequate fire barriers between electrical penetration rooms located in the Auxiliary Building. As part of the corrective actions given in the reports it was stated that the compressed cork would be removed and an approved three-hour fire rated material installed in the void on both Units 1 and 2 by March 1, 1984 (the date that compliance with Appendix R is required on Unit 2). However, due to concern that sufficient manpower will not be available to complete the modification and conduct outage work scheduled during the next two months (Unit 2 is currently in the middle of a four week maintenance outage, and Unit 1 first refueling shutdown is planned for mid-February), the work on Unit I will now be completed by July 1, 1984. The completion date for the work on Unit 2 uill remain March 1, 1984 in compliance with' Unit 2 License NPF-17, Condition 2.C.7.

Verification of operable fire detection instrumentation and hourly fire watch patrols will continue to be conducted during the extended period for completion of work on Unit 1, minimizing the potential for fire propagation and ensuring that the health and safety of the public are not compromised.
