On Septaber 16,1988 at 1835, the Stancby Simtdown Facility (SSP) ms declared inoperable when the transfer canal was isolated and drained utilizing the wir gate. h fuel transfer tube was also drained; thus, a flew path frm the spent fuel pool to the suction of the standby makeup punp was not available, and exceeded the seven day allowance of 'Ibchnical Specification (TS) Action Statment 3.7.14.a.

sufficient friction to cmmonly trip the torque overload switches en the prine mover.
On Septaber 22, 1988, Special Order 88-13 (Reference Attac1 ment 2) was issued to enhance availability of the spent fuel pool as a supply to the stanby makeup pmp.
It should be noted that in a total blackout situation, the availability of the spent fuel pool as a supply is empletely passive, relying solely csn deflation of the wir gate coals. With the seals deflated, the transfer canal and the transfer tube will rapidly flood (within minutes).
By Septaber 29, 1988, all periodic maintenance and repairs in the canal had been crmpleted, the canal and transfer tube flooded to nomal spent fuel pool level, and the ST declaral operable.
