Ouring the annual calibration of the circulator drain pressure instrumentation, it was discovered that one of the three circulator drain malfunction pressure differential switches for 1C circulator was out of calibration and could have allowed operation with a trip setpoint less conservative than required by LCO 4.4.1, Table 4.4.3.

This is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)1 and AC 7.5.2(b)2.

EVENT DESCRIPTION:

With the reactor shutdown and depressurized for scheduled maintenance, instrument personnel performing the annual calibration of the helium circulator steam / water drain indicators found one of three channels for 1C circulator out of tolerance in the non-conservative direction. PDIS-21322 for 1C circulator was found to trip at 2.0 psid, below the limit of 5 psid specified in LCO 4.4.1, Table 4.4.3. Since it cannot be established when this channel became inoperable, operation in a degraded mode of LCO 4.4.1 must be assumed.

The switch setting which was found to be less conservative than that established in the Technical Specifications would not have prevented the fulfillment of the functional requirements of the system.

CAUSE DESCRIPTION: .

The cause of the pressure differential indicating switch being out of calibration was found to be dirty contacts which prevented the switch from functioning accurately within the calibration range.

REPORTABLE OCCURRENCE 82-003 ISSUE O Page 2 of 3 CORRECTIVE ACTION:

The faulty contacts were cleaned, and the switch calibrated to the required setpoint. The surveillance was completed satisfactorily.

No further corrective action is anticipated or required.
