RE: Cleveland Electric I ting Company i (Perry Nuclear Power Plant, Units 1 & 2)

Dear Administrative Judges:

1 The Board's Memorandum and Order of January 13, 1982 indicated its areas of interest for the visit to the GE control room simulator on March 5, 1982. Applicants have been able to make arrangements to provide for most of the Board's requested demonstrations and information. However,

since the demonstrations are unrelated to the matters at issue in this proceeding, the demonstrations ought not to be construed as an agreement or waiver by Applicants with respect to the ex-pansion of the scope of the issues in this proceeding.

Applicants will provide three Perry operators to perform a number of different simulations on the simulator control board.

The Perry operating procedures will not be available for the visit. These procedures are currently being drafted and will not be finalized until several months before fuel load.

This will allow Applicants to incorporate the latest industry experience into its operating procedures. However, the operating procedures for the simulator are available for review. These procedures closely resemble what we expect the final Perry unique procedures to be.

The following simulations, which demonstrate events that require minimal, minor, and major operator actions,are scheduled to be performed on the Perry control board simulator for the Board's visit:

A. Minimal Action

1. Inconsequential failure of minor instruments.

2. Filter and/or demineralizer high differential pressure condition.

l B. Minor Action

1. Loss of some feedwater heaters which will require reactor power reductions.
2. Control rod position signal loss which will require signal to be inserted to continue operation.
3. Average Power Range Monitor (APRM) failure upscale which will energize one scram channel and require the APRM channel to be bypassed.
4. Breaker trip of an operating pump in the condensate /

feedwater system requiring starting o,f an alternate l Pump.

C. Major Action

1. Turbine trip at high power leading to a reactor scram.

2. Turbine trip with failure of bypass valves leading to a reactor scram and opening of safety and relief valves.
3. Loss of feedwater pumps at high power causing a reactor level transient, scram and actuation of ECCS systems.
4. Small break LOCA with ECCS actuation.
5. Recirculation line shear (DBE) with ECCS actuation.

Simulations on the Nuclenet 1000 control room simulator have not been arranged. Applicants have no contractural arrangements for the use of the Nuclenet simulator. The Perry facilities do not have a Nuclenet 1000 control room, and Applicants-have no operators trained to operate a Nuclenet 1000 simulator. Also, such a demonstration, subject to the agre of GE and the availability of GE personnel, would invc nsiderable expense to Applicants. GE has indicated that a hm:lenet demonstration would involve direct costs to Applicants of $45,000.
