CEI is in the process of developing the sur-veillance and maintenance program for the Perry Nuclear Power Plant based on the guid-ance of Regulatory Guide 1.33 (Rev. 2). The program will be completed prior to fuel load-ing of Unit 1.

The development of the surveillance and maintenance program was completed prior to fuel loading of Unit 1. Implementation of the program is underway and will continue throughout the life of the plant.

Although not specifically mentioned in the April 17, 1986 letter, Mr. Green subsequently made related statements concern-ing Issue 9. He stated in his Affidavit in Response to Licens-ing Board's May 9, 1983 Order Concerning Issue 9 (submitted with Applicants' Response to Licensing Board's May 9, 1983 Order Concerning Issue No. 9, dated August 4, 1983):

Baseline testing of electrical cable samples will be conducted prior to fuel loading of Unit No. 1 (paragraph 8).

For the Appeal Board's information, the baseline testing re-ferred to by Mr. Green was completed prior to fuel loading.
