The proposed schedule calls for completion of the final analysis by the end of 1986.

Applicants had previously estimated a mid-1986 completion date.

Dear Mr. Denton:

This letter and its attachments are provided to address the new hydrogen control requirements in 10CFR Part 50.44, (c)(3)(vii)(D), which requires the Cleveland Electric Illuminating Company (CEI) to develop and submit to the Director of the Office of Nuclear Reactor Regulation a proposed schedule for meeting the Hydrogen Rule requirements for 10CFR50.44, paragraphs (c)(3)(17),

(v) and (vi).

CEI is actively involved in the Hydrogen Control Owners Group (HCOG) which has undertaken a comprehensive program for generic resolution of the issue for Mark III containments. As identified in our. letter dated Febuary 5, 1985 l

(PY-CEI/NRR-0186L), the Hydrogen Control Owners Group submitted a suitable program of research and analysis to justify adequacy of the distributed igniter systems for Hydrogen Control in BWR Mark III containments. The HCOG Program Plan was originally submitted for NRC staff review and approval by letter to Mr. H. R. Denton from Mr. S. H. Hobbs, dated December 14, 1984. Revisions to the Program Plan were submitted by letters dated February 19, 1985, and February 29, 1985. The HCOG Program Plan is presently under staff review. CEI will endorse the approved HCOG Program and, as the results of the HCOG Program become available, CEI will address their applicability to PNPP as necessary.

Thus, the PNPP final analysis schedule is based on and consistent with the HCOG Program. to this letter provides CEI's milestone schedule for completion of all major tasks for the final analysis required to resolve the issue for the Perry Nuclear Power Plant (PNPP). The attached schedule involves many large and complex analytical or testing programs being conducted in parallel to reduce the overall program completion time. Work is underway on all tasks and the task descriptions identified in Attachment 1 correspond to those in the HCOG Program Plan. As the staff is aware, CEI has expended considerable efforts and resources to comply with the hydrogen control requirements, as evidenced by CEI's preliminary evaluation and the generic HCOG work to date.

This schedule is based upon meeting certain key task and subtask milestone dates, with sany of these milestones allowing time for NRC review of the results and resolution of NRC comments. Any substantive changes to the HCOG program due to the results of ongoing testing and analysis by the HCOG, or NRC review, could result in schedule changes.

As previously noted, the HCOG Program, on which CEI's schedule is based, is a comprehensive program which addresses all aspects of the hydrogen control issue. CEI is committed to expeditious resolution of this issue. We believe that this schedule information satisfies the requirements of 10CFR50.44 (c)(3)(vii)(D). Task descriptions correspond to the generic tasks in the Hydrogen Control Owner's Group Program Plan.

Note (1)

Task 3, which includes installation, testing and generic technical specification and procedure development, will be completed prior to exceeding 5% power. Should system modifications be required as a result of testing and analyses, these will be completed prior to startup following the first refueling outage.

Note (2)

Task 6 scheduled completion does not reflect the continuing generic monitoring of industry activities and research testing.

Note (3)
