Tr. 647. In discussing the motion, I indicated my recollection that the Appeal Board had addressed questions concerning the authority of licensing boards to control local public rooms. Tr.

The decision that I recalled is Vermont Yankee Nuclear Power Corp. (Vermont Yankee Nuclear Power Station), ALAB-179, 7 AEC 159 (1974). In that case, the Appeal Board ruled that the question of whether a local public document room should be maintained during the life of a facility operating license "is one that can be ad-dressed only by the Commission in the exercise of its rulemaking authority and not by this Board in the exercise of its adjudicatory function." 7 AEC at 185. The same logic would appear to govern questions concerning the location of a local public document room.
