Dear Mr. Kuzmycz:

In Reference (1) above we indicated our program and plans for rise-to-power and the associated test program to be conducted in terms of fluctuation tests with the Region Constraint Devices (RCD) installed.

We have completed all of the tests outlined in Reference (2) with the exception of the actual fluctuation tests as specified by RT-500H.

While some of the test data is still under review, we feel that based on a preliminary review the tests have demonstrated that the instal-lation of RCD's have not had any significant impact on the normal operating characteristics of the core.

We had indicated in Reference (1) that we would hope to conduct fluc-tuation tests under the auspices of RT-500H sometime in May 1980, in hopes of having prelimary data to you by June 15, 1980. As you are aware we have not been able to attain tha operating conditions which are necessary to conduct RT-500H primarily due to high primary coolant oxidants and the limitations imposed by LCO's 4.2.10 and 4.2.11. The total oxidants continue to be rather erratic and we have no definitive idea as to when the oxidant level may decrease sufficiently to permit sustained operation up to 70% power. On the basis of the operating history to date we definitely do not feel it will be possible to per-form any fluctuation tests in the months of May or June, and we would rather not do any testing in months of July and August which are our high summer peak months as far as system load demands are concerned.

It is our position, therefore, that we cannot at this time establish a definite date for completion of the fluctuation tests below 70%

power. We have, however, demonstrated that the plant can be operated QO0) 5

Mr. George Kuzmycz May 27, 1980 in the non-fluctuating mode up to 70% power, and have demonstrated that the RCD installation does not represent any adverse conditions to plant operation up to 70%. It is our intent to continue plant operation up to 70% until such time that fluctuation tests can be scheduled.

It is our intent to complete these teats as soon as practicable con-sistent with operating conditions and system load requirements.
