RE: Philadelphia Electric Company Nuclear Plant - Limerick Township, Montgomery County, Pennsylvania

Dear Commission Members:

I have been directed to write to you on behalf of the Board of Supervisors of Limerick Township, Montgomery County, Pennsylvania, the governing body of said Township. As you are well aware, Ph11adel-phia Electric Company presently has under construction in Limerick Township a nuclear power plant. The governing body of Limerick Town-ship, individually and collectively on behalf of the citizens of Limerick Township, is highly concerned about the continuation of the construction of this plant and attending safeguards as a result of the recent Three Mile Island nuclear accident.

Please consider this as formal notification by the Township aforementioned that Limerick Township would like to be specifically advised as to what particular position the Nuclear Regulatory Commis-sion will be instituting in relationship to the continuation of the construction of this plant in Limerick Township, any new regulations as to safety requirements and any other amendments or changes which the Nuclear Regulatory Commission will require of Philadelphia Electric Company in relationship to the construction of the nuclear power plant now under construction in Limerick Township.

Moreover, the governing body of Limerick Township specifi-cally requests the Nuclear Regulatory Commission to conduct specific investigations as to the safety in regard to the Limerick nuclear plant. It is obvious from the lack of initial knowledge attending to the mistakes and breakdowns that plunged the Three Mile Island plant to the brink of disaster that the same potential problem could develop at the contemplated plant within Limerick Township. As a result of the foregoing, the governing body of Limerick Township specifically wishes to know what particular steps will be taken by the Nuclear Regulatory Commission to either avoid or learn how to cope with the kind of problems that plagued the Three Mile Island operation, as well as any other nuclear hazard attending to a nuclear power plant, such as is under construction within the geographical limits of Limerick Township, Montgomery County, Pennsylvania. Furthermore, it is specifi-cally requested that the foregoing questions be completely and adequately answered prior to issuance of final operation permits and ultimate occu-pancy and operation of the Limerick nuclear facility.
