Power Ascension Program

Dear Mr. Kuz=ycz:

As per your request, the following is our estimatio'1 of the time required to complete testing and obtain 70% of rated power. The plant has been up to 11% power. At the present time load has been reduced to 2% power to effect repair on two leaking valve- I* is anticipated that repairs will be completed by July 12, 1979. Ass Jng testing and power ascension af-ter the valve repair proceeds as planned, the plant will obtain 40% power by July 20,1979, and 70% power by July 23, 1979.

At that time, unless the Commission releases the plant from 70% hold, we will maintain 70% power.

To the best of our knowledge all Nuclear Regulatory Co= mission imposed 70%

res traints have been resolved. The fluctuation test program (RT-500E) es-tablishes procedures and imposes restrictions for exceeding 70%. We would propose to cocply with the requirements and restrictions i= posed by RT-500E.

We would appreciate it if the Co=micsion would consider removing all pre-vious 70% hold restrictions and rel. ease us to tes t under RT-500E, both be-low and above 70% power predicated, of cnurse, on the fluctuation test re-sults below 70% power. This request is based on the seriousness of our system capability to meet this summer's peak demand. The foreccs ted peak demand for July is 2,69 7 W, and Auguet's is 2,5 75 W, while c,ur available sys tem generating capability includ!ng Fort St. Vrain's 200 W and firm purchases f rom other sources only leaves a spinning reserve of 30 and 152 MW for July and August, respectively.
