NUCLEAR PROJECT NO. 2 EMERGENCY PREPAREDNESS TRAINING The Emergency Preparedness Plan fov WNP-2 specifies a comprehensive program of training to deal with potential nuclear emergencies. The program, which goes beyond minimum requirements, is intended for an operational utility staff with consideration for the potential consequences of a reactor with significant cove history.

It is the Supply System's intention to attain the level of expertise indicated in the emergency plan in a manner that will ensure maximum capability commen-surate with the potential hazards involved. To achieve this goal, it that emergency preparedness training follow and take advantage of the completion is necessary of systems, procedures, operating methods and the development of knowledge that occurs with testing, startup, and power ascension in the early history of the power plant.

The Supply System proposes to implement the emergency preparedness training program in three phases, each with. consideration for the potential hazards associated with core history.

The first phase will be completed priol to fuel load. In it, functionally specific training will be provided.to the persons specified in the minimum staffing requirements of Table B-l, NUREG-0654. Upon completion, each required staff member will be knowledgeable in his or.her-specific duties.

A. Schwencer Page Two October 4, 1983 EMERGENCY PREPAREDNESS TRAINING In the second phase, additional staff will be trained in their specific duties and overview training will be emphasized. This phase, to be completed before exceeding 5 percent power, will broaden the Emergency organization and increase depth of capability through coordination of individual duties.

With commercial operation as its schedule for completion, the third phase will provide training in advanced techniques, lessons learned in phases one and two, and training in the duties of closely associated or subordinate emergency team members. Upon completion, the mature emergency response capability, as specified in the WNP,-2 Emergency Preparedness Plan, will have

been attained.

The foregoing implementation of the Emergency Training Plan is proposed as a means of complying with the intent as well as the letter of emergency response regulations with minimum distraction of the plant staff from their many other safety related duties.
