NUCLEAR PLANT NO. 2 LICENSE NO. NPF-21 EMPLOYEE RIGHT TO DISCUSS POTENTIAL SAFETY ISSUES Re: Letter, V. Stello to D. W. Mazur, Notification of the NRC of Employees'otential Safety Issues, dated April 27, 1989 Gentlemen:

The referenced letter requested that licensees examine current and previous settlement agreements reached with employees arising out of employment disputes, discrimination claims or labor agreements to determine if any restrictive clauses relating to providing safety information to the NRC are included.

To the best of our ability, we have reviewed our files concerning employment, discrimination and labor related complaints. He have reviewed all settlement agreements, releases, memorandums of understanding and any similar documents which exist in those files. He have found no agreements that contain restrictive clauses that might be construed to restrict an employee's Section 210 rights.

The Supply System policy on employee contact with the NRC clearly states that employees are free to discuss safety issues with the NRC without fear of reprisal. Any manager or supervisor who operates contrary to this policy is subject to severe disciplinary action. That policy is communicated to employees of the Supply System as required by 10 CFR f50.7(e), and through the internal training programs for managers and supervisors.
