GENERIC LETTER 89-08 EROSION/CORROSION-INDUCED PIPE HALL THINNING

Reference:

Generic Letter 89-08, J. G. Partlow (NRC) to All Licensees and C. P. Holders, dated May 2, 1989.

The subject Generic Letter requested that all licensees respond, pursuant to 10 CFR 50.54(f), within 60 days of the date of the subject letter.

Although the Generic Letter was dated Nay 2, 1989, it was not received by the Washington Public Power Supply System until May 23, 1989. For reasons unknown to us, the letter was received a full 21 days after its issue date, thus reducing our time to respond to 39 days.

The purpose of this letter is to request that an additional 21 days be granted for the response to Generic Letter 89-08. Our response would thus be due to the NRC by July 22, 1989.

We have recently expressed concern over the delayed receipt, of Generic Letter 89-06, which we received 30 days after issue date. These two recent events suggest that there may be a distribution problem within the NRC. A preferred solution to this problem would be to base response dates on date of receipt by licensees, not date of issue. Our concerns have been brought to the attention of Mr. Partlow in a telephone conversation on May 23, 1989.
