NUCLEAR PLANT NO. 2 LICENSE NO. NPF"21 NRC INSPECTION REPORT 87-26 ADDITIONAL RESPONSE TO NOTICE OF VIOLATION 87"26"Ol

Letter, G02-87-273, GC Sorensen (SS) to NRC, "NRC Inspection Report 87-26", .dated 11/17/87 The purpose of this letter is to provide a revised scheduled completion date for a commitment made in response to Notice of Violation (NOV) 87-26-01. The reason for the revised schedule is that completing the commitment has taken longer than anticipated when the original response was submitted.

In the referenced letter, the Supply System committed to revise all Surveillance Calibration Procedures and Instrument Master Data Sheets associated with Techni-cal Spe'cification instruments to require such instruments to be set equal to or conservative to the Technical Specification trip setpoint. This action was to be completed, by September 30, 1988. All of the associated master data sheets have been revised and approximately 80 percent of the surveillance procedures have been changed. The remaining procedures are in the process of being revised and will now be issued by September 30, 1989.

Page .wo NRC INSPECTION REPORT 87"26 ADDITIONAL RESPONSE TO NOTICE OF VIOLATION 87"26"01 It should be noted that the Supply System was in full compliance at the time the original response was submitted. In addition, as stated in the referenced letter, a memo was issued providing direction to Plant personnel that Tethnical Specification instrumentation is to be set at or conservative to the Technical Specification trip setpoint. It should also be noted that, with the exception of the revisions to the surveillance calibration procedures. all other correc-tive actions associated with this NOV have been completed.

Beginning in January 1989, the Plant Technical Department began issuing reports of regulatory commitments that are either approaching the due date or are over-due. This action has proven to be very effective in tracking those commitments and ensuring timely completion. However, in this par ticular case, the due date was changed in the Plant Tracking Log (a commitment tracking system) without the NRC being notified of the change. Should the need arise in the future to modify an NOV commitment date, no changes to the tracking system will be made until the NRC has been formally notified.

Very truly yours, G. D. Bouchey, D .
