NUCLEAR PLANT NO; 2 CHANGE TO DATE OF FULL COMPLIANCE FOR NOTICE OF VIOLATION 88-24 D. AND CHANGE IN THE EXPECTED SUBMISSION DATE OF SUPPLEMENTAL LER 88"036-01 The Washington Public Power,. Supply System hereby revises our, reply to the Notice of Violation contained in your letter dated November 23, 1988. The Supply System's original response is contained in Supply System letter G02-88-274, dated December 21, 1988. Our, reply, pursuant to the pr ovisions of Section 2.201, Title 10, Code of Federal Regulations consists solely of this letter.

The Supply System response to Notice of Violation 88-24 "D" committed to com-plete all corrective actions by February 1, 1989. Due to the length of the procedure review process the new revision of Plant Procedure 1.5.4 "Control of Measuring and Test Equipment - Transfer, Standards" committed to in our response is now scheduled to be reviewed by the Plant Operating Committee (POC) on February 1, 1989. Following POC review and approval of the procedure, main-tenance shop meetings will be held to explain the new procedure. This training is scheduled to be completed by February 10, 1989 which is also the anticipated distribution date for the new procedure. As an interim measure the Plant Maintenance Manager will discuss the procedure revisions with his direct reporting staff on January 31, 1989. It is expected that all actions will be completed by February 10, 1989; however, the new date of full compliance is February 17, 1989. The additional seven days is to allow for an additional POC review if the procedure is not approved on February 1, 1989 or if some unanti-cipated problems arise which prevent the training or procedure distribution to be completed as scheduled.

The root cause analysis per-formed in support of this supplemental report took longer than expected. This is a courtesy notification.
