Letter, G. C. Sorensen (SS) to J. B. Martin (NRC-RV),

dated 1/28/87 In the referenced letter, the Supply System committed to revise Plant Procedure (PPM) 1.3. 10, "Fire Protection Program," in response to NRC Inspection Report Notice of Violation 86-25-15. The procedure was revised to strengthen the pr ocesses and better define the responsibilities associated with fire protection staff reviews of 1) design change packages,

2) welding and cutting activities, and 3) actual fires that occurred.

As a result of further review, the procedure is currently in the process of being revised to incorporate additional changes made to the Fire Protection Program since the time the referenced letter was sent to the NRC. Specific changes made to the original response to the Notice of Violation are as follows:

a) Review of Welding and Cutting Activities

~ The Industrial Safety and Fire Protection Group will be responsible for auditing Maintenance Work Requests (MWRs) in the field, on a random basis, to determine if adequate preplanning for impairments, hazardous work, etc., has been included.

~ The Plant Fire Marshal will be responsible for taking followup action to assure closeout of Transient Combustible Permits and Cutting-Welding-Grinding Permits which have exceeded the specified time limit.
