Page20Wehaveimplementedseveralchangestoimproveinternalcommunicationsand.thetechnicalqualityofsubmittals.LicensingengineershavebeenassignedtoeachofthetwoNineMilePointUnits.Theseindividualshavetheresponsibilityformonitoringtheplantstatusandtheday-to-dayactivitiesatthefacilities.Aspartoftheirduties,theynotifyandkeepthestaffapprisedofanysignificantactivitiesthat.occurattheunitssothatappropriatelicensingactionscanbeconsidered.WehavecombinedthelicensinggroupsofUnit1andUnit2underasinglemanager.Thisconsolidationimprovesefficiency,promotescrosstrainingandimprovesthequalityoflicensingsubmittalsbymoreeffectivelyutilizingpersonnelexperiencedinlicensingmattersrelatedtoanoperatingstation.Theseexperiencedpersonnelhaveabroadbackgroundinregulatoryrequirements,specificallyexemptionrequestsandlicensechangerequests.~0erat1onsTheSALPreportidentifiedweaknessesinoperationresultingfrompersonnelerrors,lackofTechnicalSpecificationunderstandingandControlRoomconduct.Tocorrectpersonnelerrors,seniormanagementhasstressedinmeetingsandletterstoouremployeesthenecessitytofollowproceduresandtheneedforattentiontodetail.'heUnit2StationSuperintendenthasalsoemphasizedthesesamerequirementsand,whereappropriate,hastakendisciplinaryactioninresponsetothesedeficiencies,SeveralprogramsarebeingutilizedtoenhanceoperatorunderstandingofTechnicalSpecificationsincludingtheassignmentofaUnitLicensingEngineer,thecreationofaLessonsLearnedbook,theadditionofTechnicalSpecificationcrossreferencesheetsandsimulatortraining.TheassignmentofaUnitLicensingEngineerfacilitateslicensinginterpretationswhenneeded.TheLessonsLearnedbookcontainsinformationvaluabletotheoperatingcrewssuchasLicenseeEventReports,OccurrenceReportsandTechnicalSpecificationinterpretations.TheTechnicalSpecificationinterpretationsectionofthebookcentralizesimportantinformationusedbytheControlRoompersonnelinunderstandingandimplementingTechnicalSpecifications.Thecrossreferencesheets=identifytheappropriatetechnicalspecificationsectionsforaparticularsystemorcomponent.Utilizationoftheindexwillassureamorethoroughtechnicalspecificationreviewandimprovedcompliance.Inaddition,simulatorsessionswillincludemoresituationalexercisesrequiringoperatorstoexamineTechnicalSpecificationsandthenmakeappropriateoperationaldecisions.ControlRoomconductduringtheevaluation,periodsteadilyimprovedastheconstructioneffortsubsided.WeestablishedaWorkGroupCoordinatorandanOperationsSupportOfficetoreducetheadministrativeburdenontheStationShiftSupervisorandtoreducetheControlRoomtraffic..TheStationSuperintendentemphasizedthenecessitytorestrictControlroomaccessbylettersandmeetings.WealsoerectedropebarriersandassignedaControlRoomaccesspointtofurtherrestrictaccess.TheseactionshavereducedControlRoomtraffic.Furtherimprovementsarebeingevaluate ~'Page3SeniorNiagaraMohawkmanagementwillcontinuetooverseeandevaluateControlRoomactivityaswellasotheraspectsofouroperation.Tooverseeplantoperationduringtheinitialphasesofstartup,wehaveformedtwogroups:TheManagementOversightCommittee,.comprisedofourseniormanagementandtheSelfAppraisalTeam,largelycomprisedofseniorplantmanagers.TheSelfAppraisalTeamwillexaminedailyoperationsandvariousstationactivitiesandprovidecriticalfeedbacktoresponsiblemanagersandtotheManagementOversightCommittee.Theteammemberswillconducttheirownreviewsaswellasutilizein-houseexpertise,reportsandotherdocumentationgeneratedfromexistingprograms.NiagaraMohawkisconfidentthatthespecificactions,whichwerediscussedinthisletterandatourmeeting,willresultinimprovementsinthedeficientareasidentifiedbytheSALPreviewboard.Inaddition,NiagaraMohawkiscommittedtooverallexcellenceinitsoperationduringtheforthcomingSALPreviewperiod.Werecognizethatthestartuptestprogramisacriticaltimeforautilityandexpecttobringourfullmanagementresourcestobeartoassureasafeandefficientascenttofullpoweroperation.
