Transmitted herewith, in accordance with 10CFR50.54(p), is issue 5, Revision 0 of the Nine Mile Point Nuclear Station Physical Security and Safeguards Contingency Plan. As allowed in 10CFR50.34(d), this Plan is a consolidation of requirements formerly contained in the Station's Physical Security Plan (PSP) and Safeguards Contingency Plan (SCP). The consolidation has been performed to eliminate unneeded redundancy and thereby potentially reduce the quantity of future plan changes. The new format should also enable users to  !

more efficiently locate information in the Plan.

In addition to the consolidation of the PSP and SCP, severalindividual sections have been revised to enhance clarity and presentation of information, to promote flexibility in day-to- )

day operations, to reflect recent changes in 10CFR73.55(d), and to coincide with upgrades I in the site defensive strategy. A summary of changes is included to f acilitate NRC review.

As the summary contains proprietary information of a type specified in 10CFR2.790(d), we request it be withheld from public disclosure.

We have reviewed all changes in this revision and determined that they do not decrease the effectiveness of the Plan or the overall Nuclear Security Program for Nine Mile Point Nuclear Station.
