Thu Plan has been rewritten and revised to j

incorporate a performance-oriented training program.

The changes that have been incorporated have had a positive and meaningful eifect on the morale of both the guard force and supervision.

changes do not decrease the effectiveness of Training and Qualifications Plan but, in fact, enhance the program.
