b) Letter, D. L. Renberger to R. H. Engelken, dated November 9,1977, regarding IE Bulletin 77-02.

Reference a) transmitted IE Bulletin 77-02 concerning failures of Westinghouse AR relays with a certain latch attachment or seal-in feature.

Reference b) transmitted the Nuclear Project No. 2 response by stating "The Architect / Engineer has determined that Westinghouse-type AR relays are not being used in safety-related systems and are not planned for use '

in safety-related systems." This answer, though likely accurate in 1977, was technically too restrictive. We have now determined that AR relays, without latch attachments, are used in safety-related systems at WNP-2 and have determined this to be acceptable. The actual problem identified by NRC in 1977 was the AR relays using certain latch attachments manufac-tured after mid-1973 and before Westinghouse revised the attachment model.
