Docket No. 50-397 Bulletin Reply 77-07 Washington Public Power Supply System P.O. Box 968 3000 GeorgeWashington Way Richland, Washington 99352 (509)372-5000 March 24, 1983 G02-83-254 Docket No. 50-397 Mr. R. H. Engelken, Director U.S. Nuclear Regulatory Commission Region V 1450 Maria Lane, Suite 210 Walnut Creek, California

Dear Mr. Engelken:

Subject:

NUCLEAR PROJECT N0. 2 IE BULLETIN N0. 77-07

Reference:

a) Letter G02-78-20, D.L. Renberger (SS) to R.H. Engelken (NRC), Same Subject, dated January 18, 1978 b) Letter G02-78-167, D.L. Renberger (SS) to R.H. Engelken (NRC), Same Subject, dated June 29, 1978 c) US NRC Operating Experience Bulletin Infor-mation Report, " Problems With Containment Low Voltage Control Penetration Assemblies",

dated June 30, 1978 Reference (a) responded to IE Bulletin No. 77-07 and indicated that WNP-2 intended to maintain continuous dry nitrogen positive internal pressure on our Westinghouse containment electrical penetrations. Reference (b) clar-ified that the positive nitrogen pressure was to be maintained after plant startup. Reference (c) and other industry operating experience since that time have shown continuous nitrogen pressurization to have no particular benefit.

Based on this experience, we are deferring indefinitely plans to install a continuous nitrogen supply system to the containment electrical penetrations.

Existing pressure gauges and connections will be utilized to perform Type B contair. ment leak tests, but will not be continuously pressurized.

Should you have any questions, please contact Mr. R. M. Nelson, Manager, WNP-2 Licensing.

Very truly yours,

a ~
