4) Letter, EG Adensam (NRC) to GC Sorensen (SS), "WNP-2 Fire Protection Program - Request for Additional Information", dated May 23, 1986 During the Enforcement Conference (Ref.1), the Supply System committed to submit a proposed amendment to the subject License Condition using the recommendations provided in Enclosure 6 to Reference 2 (see attached) as a model . The license amendment process has been initiated in that we are working with NRR Division of Licensing to obtain a Safety Evaluation Report (SER) on our WNP-2 Fire Protection Program (Ref. 3). The earliest a SER can be issued appears to be September 1986. Since the SER is a prerequisite for final submittal of the license amendment, the target submittal date discussed at the Enforcement Conference in April is unattainable.

The Supply System submitted their initial response (Ref. 3), subsequent to which the Staff requested additional information (Ref. 4). The additional information was submitted in draft form with a formal meeting having been held June 11, 1986, to allow the Supply System and NRR Staff to discuss the information contained in our submittal. The Supply System hopes to be able to incorporate the Staff's comments and to submit a final response to their questions the week of June 30, 1986. Martin Page Two July 1, 1986 LICENSE CONDITION (14), FIRE PROTECTION PROGRAM The Staff expects to take at least four (4) weeks from their receipt of our final response to prepare their SER on this matter. A meeting between NRR and the Supply System to review our total submittal has tentatively been scheduled for mid-July.

Since our submittal is tied to the Staff's final SER, we will plan to submit the subject license amendment within 30 days of our receipt of the Staff's SER. In the meantime, we will keep you informally advised as the review progresses.

ENCLOSURE 6 FIRE PROTECTION LICENSE CONDITION

1. The licensee shall implement and maintain in effect all provisions of the approved fire protection program as described in the Final Safety Analysis Report for the facility. (or as described in-submittals dated--------) and asapprovedintheSERdated--------(andSupplementsdated--------) subject to provisions 2 and 3 below.
2. The licensee may make no change to the approved fire protection program which would significantly decrease the level of fire protection in the plant without prior approval of the Ccanission. To make such a change the licensee must submit an application for license amendment pursuant to 10 CFR 50.90,
3. The licensee may make changes to features of the approved fire pro-tection program which do not significantly decrease the level c? fire protection without prior Comission approval provided (a) such changes do not otherwise involve a change in a ifrcense condition or technical specification or result in an unreviewed safety question (see 10 CFR 50.59), and (b) such changes do not result in failure to complete the fire protection program approved by the Cemission prior to license issu-ance. The licensee shall maintain, in an auditable form, a current record of all such changes, including an analysis of the effects of the change en the fire protection program, and shall make such records avail-able to NRC inspectors upon request. All changes to the approved program .
