. Station (DBNPS) Unit Numberil Operating License Number NPF-3 to-reflect the change. attached. . The proposed change involves the addition of Centerior JService, company.as a licens<te in the Facility =0perating License.

As indicated In'the letter dated April 27, 1990, from Richard A. Miller, Chairman'and Chief Execut4ve;0fficer of Centerior Service Company, to Dr.

Thomas E. Hurley, Centerior Energy Corporation has adopted a reorganization 4

-plan for~itself and itr. subsidiaries (The Toledo Edison Company, The Cleveland Electric' Illuminating Company and Centerior Service Company). Under this reorganization, the Toledo Edison nuclear organization reports to the existing Centerior-Service. Company. To accomplish this change in reporting, the Toledo Edison Vice President, Nuclear is nov titled the Centerior Service Company Vice President, Nuclear - Davis-Besse, and reports to.the Centerior Service Company's' Executive Vice President-Power Generation. All subordinate

. personnel' remain Toledo Edison employees. Under the reorganization the Toledo Edison nuclear. organization vill continue to have clear and :ect lines of responsibility and authority.

This' license amendment application proposes that License Number NPF-3 be

' amended to reflect this reorganization by designating both Toledo Edison and Centerior Service Company as licensees authorized to possess, use and operate

the:DBNPS, with.the Toledo Edison nuclear organization reporting to the Centerior Service Company Vice President, Nuclear - Davis-Besse. .

License Number'NPF-3 l ' Serial Number 1811 Page 2 The change reflected in the proposed amendment allovs-for improved management oversight, control and uniformity of,the nuclear operations within the Centerior Energy Corporation. As discussed in the enclosed application, the' change does not alter the existing financial or technical qualifications for the DBNPS.

Toledo Edison requests that this amendment be issued by September 28, 1990, for implementation within-45 days.
