NUCLEAR PLANT NO.2 OPERATING LICENSE NPF-21 RESPONSE TO IEB 88-04,"POTENTIAL SAFETY RELATED PUMP LOSS"

Letter, G02-88-150 GC Sorensen to NRC, same subject, dated July 8, 1988 The reference committed to providing additional information on long and short-term programs for addressing IEB 88-04.This letter provides this information.

The short term program evaluation has yielded the following results: 1.The pump manufacturer's reevaluation of pump parameters has determined that the existing low and minimum flow operating parameters do not need to be revised.2.Vibration testing with temporary equipment at low and minimum flow conditions has confirmed the adequacy of the operating modes and the manufacturer

's evaluations and established the necessary baseline for future reference.

3.Based on the results of 1 and 2, we have concluded that no systems are adversely affected by this concern.At this time no immediate operating mode, procedures or hardware modifications are required.l g)~00+0~-p 881 s)DO<~8809~8 l<os000>9 P>U QEtl

Page Two RESPONSE TO IEB 88-04"POTENTIAL SAFETY REALTED PUMP LOSS" with completion of the short-term program, the following defines the long-term program.Vibration data collection and analysis will continue under the established pump and valve surveillance program.The above mentioned baseline low and minimum flow operation vibration signatures will be retained for future reference in the event a degrading trend is identified.

Also, Ingersol-Rand is continuing with an in-depth study in an effort to develop a more detailed procedure for relating flow rates to service life.The requested data applicable to those ECCS pumps manufactured by Ingersol-Rand is being collected for inclusion in their analysis.This is to be complete in approximately three months.The results of that analysis will be made a part of our long-term development evaluation for the applicablc pumps.Additionally, Supply System active membership in pump-related industry activities such as EPRI, ROMAC (the Rotating Machinery and Controls Laboratory Program at the Unviersity of Virginia), the Boiling Hater Reactor Owner's Group and the ASME OM-6 Committee will ensure that the level of pump technology at HNP-2 remains current.No other long-term program changes are anticipated as a result of the analysis and studies completed per the subject IEB.Because we have not at this hardware changes, and because a program that will continue the need for any 30 day resolution.
