Thesubjectofthisnotification concernsaby-passdischarge onMarch1,1995,fromtheturbineroomsump(TRS)throughemergency overflowpipingintotheintakeforebaytoLakeMichigan.

Thecauseofthedischarge wasduetoafailureoftheregulating valve(DRV-710) toopenwhensignaled.

Thevalvewaseventually openedbydefeating theairregulator tothevalveandmanuallyincreasing theairpressure, forcingthevalvetoopen.Anactionrequesthasbeeninitiated torepairDRV-710.UntilDRV-710isrepaired, turbineroomsumpreleasesarebeingcontrolled byamanualisolation valve.ThewatersaresampledforpHandbatchreleasedviaprocedure 12-OHP4021.062.001.

ThepHrangeoftheTRSwaterduringtheinadvertent discharge tothelakewas8.5to9.0.Outfalls001and002wereanalyzedforpHandoutfallobservations wereperformed at0830onMarch1,1995.ThepHforoutfall001waterwas8.2.Anoutfallobservation of1wasmade,meaningthatthewaterwasfreeofanyunusualcharacteristics ofthedischarge, i.e.,unusualturbidity, color,oilfilm,floatingsolids,foams,settleable solidsordeposits.

ThepHforoutfall002was7.9,andanoutfallobservation of1wasalsomade.Themaximumestimated flowtotheintakeforebaywas0.016milliongallons.Fiveoftheplant'ssevencirculating waterpumpswereonatthetimeoftheby-pass.AsrequiredbytheCookNuclearPlantNationalPollutant Discharge Elimination System(NPDES)PermitNo.MI6005827, written9503270141 950320PDRADOCK05000315SPDR
