Donald C. Cook Nuclear Plant NPLES Permit No. MI 0005827 This letter confirms our September 5, 1985 telephone call.

When regeneration of the plant makeup water demineralizer is anticipated, a plant procedure calls for minimizing the level of effluent in the turbine room sump in order to accommodate the backwash volume. During normal operations turbine room sump effluent is discharged to the plant absorption pond.

During routine regeneration on September 3, the turbine room sump had filled to the point of high-level alarm. When pumps were started, suction lines became airlocked causing the sump to overflow to the circulating water system intake forebay. (Circulating water system discharges to Lake Michigan.) Pumps were stopped and valves recycled to achieve flow. Over-flow occurred from 1905 to 1925 hours0.0223 days <br />0.535 hours <br />0.00318 weeks <br />7.324625e-4 months <br /> and was calculated at 4000 gallons.

Although no sample was taken due to the emergency nature of the overflow, l

a grab sample of the turbine room sump taken at 2115 hours0.0245 days <br />0.588 hours <br />0.0035 weeks <br />8.047575e-4 months <br />, was analyzed i and'found to contain 1.1 PPM Oil and Grease and a pH of 6.68.

j A condition report required by plant procedures has documented the event I

and will determine any corrective and preventative action.

By copy of this letter, the Nuclear Regulatory Commission is notified pursuant to the requirements of Appendix B, Part II, Nonradiological Environmental Protection Plan, Section 3.2.
