Dear Mr. Zugger:

RE: Donald C. Cook Nuclear Plant NPDES Permit No. MI 0005827 Steam Generator Blowdown With both nuclear units out of service, the plant heating boiler was started on May 28, 1986. A blowdown sample taken that day had a suspended solids concentration of 129 PPM.

The elevated solids level may have been caused by chemical shock since chemical treatment is made by batch addition. The boiler was last used on April 28, 1986.

By copy of this letter, the Nuclear Regulatory Commission is notified pursuant to the requirements of Appendix B, Part II, Nonradiological, Environmental Protection Plan, Section 3.2.
