Dear Mr. Zugger:
Re:

Cook Nuclear Plant NPDES Permit No. MI0005827 Unit 2 Discharge Due to biological fouling of D. C.
Cook Plant condenser
- tubes, chlorination of the Unit 2 circulating water commenced on August 5,
1987.
NPDES Permit MI0005827 limits Total Residual Chlorine (TRC) in outfalls 001/003 and 002/003 to 0.1 mg/1.
The following TRC levels were recorded on August 5, 8 and 9:
Date 8/5/87 8/8/87 8/9/87 T Ime 14:ll 14:21 14:31 14:41 14:51 10:50 11:00 11:10 11:20 11:30 11:05 11:15 11:25 ll:35 11:45 FAC (mg/1) 0.70 0.52 0.43 0.27 0.00 TRC (m /1) 0.04 0.06 0.13 0.03 0.00 0.03 0.03 0.06 0.29 0.00 The values reported for August 5
are actually representative of Free Available Chlorine (FAC), rather than Total Residual Chlorine.

a Paul D. Zugger August 11, 1987 Page Two Chlorination has not been necessary at the Cook Plant for many years.
In fact, the equipment originally installed for chlorination had been taken out of
- service, and a
new system was recently devised.
It is believed that as our personnel develop operating experience with the new equipment, it will be poss ible to stay within the 0.1 mg /1 T RC discharge limit.
T RC values obtained on August 7, 10 and 11 were in compliance with the permit limit.
By copy of this
- letter, the Nuclear Regulatory Commission is notified pursuant to the requirements of Appendix B,
Part II, Nonradiological Environmental Protection
- Plant, Section 3.2.
Very truly yours, Richard C.
