RE:
NPDES Permit No. MI 0005827 The chemical treatment of zebra mussels in the Cook Nuclear Plant fire protection systems was previously authorized by the Michigan DNR - Waste Management Division and the Michigan Water Resource Commission.
This letter is to notify you that a
minor inadvertent discharge of the treatment chemical Clam-trol CT-1 may have occurred into surface waters.
Since no discharge to a surface water had been anticipated, no prior notification was made to your office.
On June 30,
- 1992, while performing the chemical treatment of the plant's fire protection systems plant personnel discovered a
miniflow discharge line on the low-demand fire protection pump which directs a very small portion of diluted CT-1 to the Essential Service Water (ESW) return piping, which in turn discharges into the Unit One Outfall 001 (circulating water discharge).
Engineering calculations indicate that the resultant concentration of Clam-trol CT-1 was less than 0.004 mg/l.
Calculations are based on the following criteria:

ESW pump, rated at 4,000 gpm (1)
NESW pump, rated at 4,500 gpm The calculation is conservative in that it does not take Clam-trol CT-1 chemical demand into consideration.
Normal intrasystem consumption for past zebra mussel treatments of service water with Clam-trol was approximately 0.1 mg/l.
Therefore, it is quite likely that no Clam-trol actually reached Lake Michigan.
