Dear Mr. Morley:

's required in NPDES Permit MI0005827, Part IISection A. 5., we are providing notification ofa noncompliance.

During the hours of0400 EST to 0803 EST on March 10, 1996, continuous pH monitoring ofOutfall 00D (turbine room sump) was interrupted.

The interruption was caused by an electronic failure of pH monitoring instrumentation.

No adverse impact to the environment occurred during this event.

The turbine room sump was isolated upon discovery and grab samples for pH were performed prior to opening the discharge valve.

Grab samples were continued for each pump-out until the pH monitor could be repaired.

The monitor was recalibrated and placed back in service on March 11, 1996. We are in the process ofinvestigating the electronic failure mechanism.
