Thirty-threewildduckswereentrained inthecirculating watersystemintakecribsandsubsequently collected ontheCookNuclearPlanttravelling screens.Theentrainment

'oftheducksdoesnotrepresent aviolation ofstateorlocalstatute.Attheirrequest,however,anotification summarizing theduckentrainment situation wasmadetotheMichiganDepartment ofNaturalResources.

Thefollowing summaryisprovidedforyourinformation.

FromFebruary5to16,1995,thirty-three wildduckswereentrained intheCookNuclearPlantintakecribsandsubsequently collected ontheintakescreenswithinthescreenhouse.

Thespeciesarebelievedtobeonecommonmerganser, andthirty-two lesserscaup.Preceding theFebruary5-16,period,webelievealargenumberofscaupwerewintering onlakesinthisarea,possiblyduetotheunusually mildweatherconditions whichexistedearlythisyear.DuringtheweeksofFebruary5andFebruary12,1995,harshwinterconditions causedavailable inlandlakestoquicklyfreezeover.Theseconditions causedtheduckstorelocatetotheareaofthePlant'sintake/discharge, whereopenwatersandafoodsupply(zebramusselsattachedtolimestone riprapandintakestructures) exist.Upto700duckshadbeenobservedraftingintheopendischarge waters.na~~n95032802b7 950323PDRADOCK050003158PDR

U.S.NuclearRegulatory Commission Page2AEP'NRC'1208G Theplantiscurrently operating inthede-icingmodewhereaportionoftheplant'sdischarge waterisroutedthroughoneofthethreeintaketunnels,effectively preventing frazzleicefromformingonthesubmerged intakecribs.Thisre-alignment causestheintakewatervelocityintheremaining twotunnelstoincrease.

Webelievethattheduckswereentrained whentheyfedonzebramusselsattachedtothesubmerged intakecribbarracks,andtheyeitherswaminsidetheracksorwereovercomebythepulloftheintakewaterintotheplant.PleasenotethattheintakecribswerecleanedofzebramusselsonSeptember 6,1994,atacostofapproximately

$58,240.Thiscleaninghasproveneffective inpreviousyearsinpreventing duckentrainment.

Whentheshoreicerecedesandallowssafeaccesstotheintakecribs,wewillconductaninspection divetodetermine ifanyre-infestation hasoccurredontheintakeracks.Theplantisnormallyoperatedinthede-icingmodeforplantsafetyreasonsuntilmid-March.

Fullcirculating waterpumpflowismaintained tomaximizeunitefficiency.

Theflowcouldbedecreased bytakingacirculating waterpumpofflineand/ortakingtheplantoutofthede-icingmode.Exitingthede-icemodecouldmakeadifference inactualvelocityattheintakeracks,however,thisisnotpossibleuntiltheicebuilduparoundtheplantdisappears.

Wewillswitchoffdeicemodeassoonasitisconsidered tobesafebyouroperating parameters.
