DearMr.Morley:
Thisletterservesaswrittennotification ofaspi~ofethyleneglycolwhichoccurredattheCookNuclearPlant~Thespillwaspreviously reportedviatelephone callstoMr.PelcaroftheNationalResponseCenter(ReportI293482,)andtotheMichiganDNRPollution Emergency AlertSystem(PEAS)Operator24.Thespilloccurredatapproximately 2:00p.m.onMay30,1995,whenacontracted servicetechnician wastroubleshooting aportableweldingmachine.Whiletakingelectrical readingsontheengine-powered portableweldingmachine,currentmeterprobesbecameentangled inthefanblades,puncturing theradiatorcoils.Approximately 1gallonofantifreeze solution(ethylene glycol)wasspilledtotheground.Theenginewasshutdownimmediately, andapproximately 2cubicfeetoftheglycolsoakedsandwasquicklyshoveledintoadrum,leavingnovisualevidenceofcontamination ontheground.Inresponsetothisevent,theservicetechnician andhismanagement wereappraised ofthereportability ofthisevent.Theywereinstructed toexercisecautionwhenservicing equipment containing polluting materials topreventtheirreleasetotheenvironment.
Additionally, wearereplacing ethyleneglycolcoolantwithpropylene glycolcoolant,inportableengineequipment astheyarescheduled forpreventative maintenance.
