indianaMichigan.,PowerCompanyP.O.Box16631Columbus,OH43216March20,1995AEP:NRC:1208HDocketNos.:50-31550-316U.S.NuclearRegulatoryCommissionATTN:DocumentControlDeskWashington,D.C.20555Gentlemen:DonaldC.CookNuclearPlantUnits1and2TURBINEROOMSUMPDISCHARGEThisnotificationisforwardedforyourinformationpursuanttoAppendix"B"oftheDonaldC.CookNuclearPlantEnvironmentalTechnicalSpecifications.Thesubjectofthisnotificationconcernsaby-passdischargeonMarch1,1995,fromtheturbineroomsump(TRS)throughemergencyoverflowpipingintotheintakeforebaytoLakeMichigan.Thecauseofthedischargewasduetoafailureoftheregulatingvalve(DRV-710)toopenwhensignaled.Thevalvewaseventuallyopenedbydefeatingtheairregulatortothevalveandmanuallyincreasingtheairpressure,forcingthevalvetoopen.AnactionrequesthasbeeninitiatedtorepairDRV-710.UntilDRV-710isrepaired,turbineroomsumpreleasesarebeingcontrolledbyamanualisolationvalve.ThewatersaresampledforpHandbatchreleasedviaprocedure12-OHP4021.062.001.ThepHrangeoftheTRSwaterduringtheinadvertentdischargetothelakewas8.5to9.0.Outfalls001and002wereanalyzedforpHandoutfallobservationswereperformedat0830onMarch1,1995.ThepHforoutfall001waterwas8.2.Anoutfallobservationof1wasmade,meaningthatthewaterwasfreeofanyunusualcharacteristicsofthedischarge,i.e.,unusualturbidity,color,oilfilm,floatingsolids,foams,settleablesolidsordeposits.ThepHforoutfall002was7.9,andanoutfallobservationof1wasalsomade.Themaximumestimatedflowtotheintakeforebaywas0.016milliongallons.Fiveoftheplant'ssevencirculatingwaterpumpswereonatthetimeoftheby-pass.AsrequiredbytheCookNuclearPlantNationalPollutantDischargeEliminationSystem(NPDES)PermitNo.MI6005827,written9503270141950320PDRADOCK05000315SPDR
