This refers to the inspection conducted by D. Hills and C. Phillips of this

office, and by J. Roman of the Illinois Department of Nuclear Safety, on  !

October 16 through November 24, 1993. The inspection included a review of

authorized activities for your LaSalle County Station, Units 1 and 2,

facility. At the conclusion of the inspection, the findings were discussed i

with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of 1

activities in progress.

,

NRC inspectors noted early signs of degraded licensed operator turnover.

Management attention is warranted to ensure further degradation does not

result in unacceptable turnover practices.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
