You have inquired of the NRC Sta'f whether individual letters of i;reement are required with the Arreri:a- Red Cross in regard to providing aid under a radiological emergency pier and whether public school districts are governtnental organizati:rs.

In regard to the question of whether schcol districts are povernmental organizations, it is the h:C Staff's view that school districts are governnental organizati:rs if their governing bodies are popularly elected or appointed, direc:lj or indirectly, by popularly elected officials.
