You have inquired of the NRC Sta'f whether individual letters of i;reement are required with the Arreri:a-Red Cross in regard to providing aid under a radiological emergency pier and whether public school districts are governtnental organizati:rs.

- t. hat the American Red Cross provide aid in *any radiological or naturi:1 disaster," whether or not there are letters of agreement with the American Red Cross in connection with a particular emergency plan.
In regard to the question of whether schcol districts are povernmental organizations, it is the h:C Staff's view that school districts are governnental organizati:rs if their governing bodies are popularly elected or appointed, direc:lj or indirectly, by popularly elected officials.
