We understand that you have received a copy of Lono Island Lighting Company's (LILCO's) request for authorization from the NRC to operate the Shor. cham Nuclear..

Power Station at 25% Power.

The NRC staff is currently reviewing the LILCO reauest.

In its request, LILCO discussed certain " compelling reasons" among its bases for the authorization to operate Shoreham at 25% power. Two of these " compelling reasons" are:

A.

Long Island's Imediate Need for Power; and B.

Long Island's Immediate Need to Reduce its Dependence on Foreign 011.

Because of your familiarity with these two issues and because you may already have gathered the relevant information when you recently (March 27,1987) responded to the Departnent of Comerce (DOC) on LILCO's appeal to DOC regarding permits to dredan the Shoreham intake canal, we request you provide us with an evaluation of the LILC0 request pertaining to these two issues.

Your evaluation on these two issues will he helpful in our efforts to determine whether there are compelling reasons to.iustify an interim authorization for the operation of Shoreham at 25% power. We would appreciate receiving your response by May 22, 1987.
