Dear Mr. Bellows.
At the Shoreham graded exercise that was conducted in February 1986, the Brookhaven Area Of fice was extremely helpful by providing us with space to operate a Federal "Control Cell" for simulating state and couty officials who had refused to participate in the exercise.
As you are aware, the second graded Shoreham exercise will be conducted on June 7-9, 1988.
Since the state and local officials still refuse to participate in the emer-gency response planning and the exercise, it will again be necessary for individuals to simulate these government positions.
We would appreciate it if you could arrange to house a "Control Cell" in one of the buildings on the Brookhaven site.
Our best estimate at this time is that we would need space and telephones for about 14 individuals.
The primary Control Cell should accommodate ten individuals who will be the simulators for the offsite officials.
In addition, Long Island Lighting Company (LILCO) will dispatch up to four individuals who are to be liaisons at state and county emergency operations centers.
For the purpose of this exercise, we would j
want these liaisons to report to the Control Cell, but in an area separate from, but close to the sain Control Cell.
Each of the ten controllers and the four LILCO liaisons will need two telephone lines each and, if at all possible, with a three party conference capability.
We would appreciate it if you could let us know, as soon as possible, whether you will be able to accommodate this request.
Mr. Bernard Weiss of my staff will be our contact with regard to the Control Cell requirements and the NRC/ FEMA participation in this exercise.
