Oyster Creek Nuclear Generating Station Docket No. 50-219 Inspection No. 50-219/87-25 A letter from your office dated February 15, 1988, contained a notice of violation of the Security fraining and Qualification Plan at Oyster Creek and classified it as a Level V violation in accordance with 10 CFR 2, Appendix C.

The attachment to this letter provides GPU Nuclear's response to that violation.

Inspection 87-25 was conducted on August 24-28, 1987, and the report and citation were issued with your letter dated February 5,1988. However, your letter was never received by GPU Nuclear addressees at the Oyster Creek Nuclear Generating Station. On July 14, 1988 GPU Nuclear discovered the report and citation had been issued. GPU t1uclear then notified the NRC Resident Inspector of the reason for the delay and prepared the attached response.

RESPONSE TO NOTICE OF VIOLATION INSPECTION NO. 50-219/87-25 Notice of Violation:

As a result of the inspection conducted on August 24 through August 28, 1987, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the following violation was identified:

Paragraph 4.3 of the Training and Qualification Plan states, in part, that weapons requalification will be completed at least every 12 months.

Contrary to the above, on August 26, 1987, during a review of weapons qualification records, it was determined that a period in excess of 12 months had elapsed between requalifications for individuals in five of twelve cases audited. Further, review of work schedules confirmed that those individuals had performed armed security duties after the 12 month period.

This is a Severity Level V violation. (Supplement III)

Response

GPU Nuclear concurs with the violation. Site protection officers assigned as armed response personnel were being scheduled to complete weapons requalification every 12 months + 3 months. As corrective action, all armed response personnel are and will continue to be scheduled for weapons requalification at least every 12 months, never to exceed a 12 month .
