By letter dated. March 2, 1990, GPU Nuclear requested a.n extension of the 24 1
r..onth interval for 10CFR50 Appendix'J Type B and Type C testing to. include the
[
upcomirsg refueling outags. The-letter stated that the outage was scheduled;to commence in January; 1991.
Since that-submittal, several telephone conference calls have-taken place.to provide the USNRC with additional information. The NRC requested that.GPUN review the list of Type C exemptions requested to determine ifLany could da-tested with the plant at power. Although several valve piirs were identified where testing was not impossible, it'was determined that testing these valves'=
was not prudent. Testing could result in unnecessary radiation exposures and potential system inoperabilities.

Subsequently, the NRC requested that if the reactor were shutdown for an unscheduled outage of sufficient duration, an attempt would be made to perform Type C testing as appropriate.
By thir. letter, GPU Nuclear. acknowledges the' NRC. request and will perform type C teuring during an unscheduled outage, as plant conditions and Technical Specifications allow.

Also, GPUN has been informed of a Diagnostic Evaluation Team (DET) Inspection

which will be held during November and December, 1990.
Extensive management and staff resources have already been dedicated to the preparation for the DET, which has impacted and will continue to impact preparations for the j.
upcoming refueling outage. As it has become apparent that the dedication of 1
these resources will delay the' preparations for the refueling outage,: it is-requested that the exemption remain effective until the new outage. start date.
It is currently projected that due to the impact of the DET support activities as well as the availability of excess fuel capacity, the 13R outs.ge-start date will be delayed until February.15, 1991.
