PursuLnt to~10 CFR50.59, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station (OCNGS), Provisional Operating License No. DPR-16, L
requests a change to Appendix A of.the license.

The attached Technical Specification Change' Request proposes to reduce the low I
condenser' vacuum scram setpoint from 23 inches Hg to 20 inches Hg.
During condenser backwashing in the summer months, the margin between the operational vacuum and the scram setpoint is minimal and reactor power must be reduced to preclude an i
inac*vertent reactor scram. Reducing the setpoint to 20 inches Hg will better f
accommodate routine condenser backwashing operations.
l This change request has been reviewed in accordance with section 6.5 of the OCNGS l
Technical Specificatio m, and using the standards in 10CFR50.92, we have concluded that this proposed cht:4e does not constitute a significant hazards consideration.

State of New Jersey Department of Environmental Protection.
