At the request of the NRC Project Manager, CPUN has revised and is resubmitting the [

appropriate pages of TSCR No. 179 to identify this minor change.

GPUN has determined that the above change is a purely administrative change as  :

described in the Federal Register (48 FR 14869,Section I.c.2.e(i)) and therefore'is  !

not considered to involve a significant hasard as described in 10CFR50.92. l l

i Applicant hereby requests the Commission to change Appendix A to the above captioned license as indicated below. pursuant to 10CFR50.91, an analysis  ;

concerning the determination of no significant hazards considerations is also 1 presented: i

1. Sections to be chanced 3.13, 3.15, 4.13, 4.15, and 6.9.3.
2. Extent of Chance  ;

Add specifications for the high range radioactive noble gas effluent monitors which are installed to comply with NUREG 0737, Item II.F.1.1, and l clarify that existing Technical Specifications address low range radioactive noble gas effluent monitors. In addition, reformat the legend l for Table 4.13-1 for better readability and delete the footnote for Table 4.13-1 which states "This surveillance will commence at the first cold shutdown after July 1, 1985".

3. Chances Recuested As indicated in the attached revised Technical Specification pages 3.13-3, 3.13-4, 4.13-1, 6-18, and Tableb 3.13.1, 3.15.2, 4.13.1 and 4.15.2.
4. Discussion NUREG 0737, Item II.F.1.1 requires the capability to detect and measure l concentrations of noble gas fission products in plant gaseous effluents during and following an accident. Monitors must be provided for every potential accident release path and must be capable of monitoring the full range of effluents from normal "As low as is Reasonably Achievable"

( ALARA) concentrations to the maximum concentrations expected during a design baris accident.

Two Radioactive Gaseous Effluent Monitoring Systems.(RAGEMS) are installed at Oyster Creek to perform this function; one to monitor releases at the main stack (RAGEMS I) and one to monitor the turbine building vents (RAGEMS II). RAGEMS I has two low range monitors and one high range monitor. RAGEMS II has one low range monitor and one high range monitor.

l GPUN is proposing to add limiting conditions of operation (LCOs) and surveillance requirements for the high range monitors. The existing ,

Technical Specifications (TSs) for Oyster Creek contain LCOs and [

surveillance requirements for the low range monitors. TSs for the low range monitors were incorporated as part of the Radiological Effluent Technical Specifications (RETS) to ensure compliance with the ALARA guidelines in 10CFR50, Appendix 1. ,
