20555 Gentlement Subjects oyster Creek Nuclear Generating Station Docket No. 50-219 Diesel Generator Subjected to Tornado Wind Generated loadings (TAC Nos. 49392 and 49394)

Your letter dated February 26, 1990 transmitted results of the NRC Staff's review of the Oyster Creek diesel generator building and oil tank compartment subjected to tornado wind generated loadings.

The Staff concluded that the walls of the diesel generator building and the oil tank compartment are capable of withstanding the loads generated by a tornado having a wind speed of 168 miles per hour and that the probability of exceedance associated with the tornado wind speed of 168 miles per hour is acceptable.

However, the Staff concluded that GPUN must provide adequate protection of the outside fuel supply line against the potential missile strike or another reliable method of assuring that fuel will be supplied to diesel generators in the event of a supply line break.

The Staff requested that we respond isidicating our intent to comply with the above requirement and that we submit the details of our intended action for Staff review.-

GPUN plans to install a safety grade check valve in the supply line insido the emergency diesel generator fuel tank room coincident with replaceinent or repair of the emergency diesel generator fuel oil tank. We are currently evaluating our ability to accomplish this work in the next refueling outage (23R).

If not accomplished in 13R, the check valve will be installed no later than the end of the 14R refueling outage.

  • ', FACE 2 Because the supply line is a low pressure system, installation of a check valve is considered to be adequate to prevent the outflow of fuel oil from the fuel tank if a break in the line outside the building occurs. The check valve arrangement will be designed with provisions for testing. The provisions will include a cafety grade gate valve upstream of the check valve.
